I think WPE stands for WINDOWS PROFESSIONAL EDITION AND N-V3 stands for WINDOWS PROFESSIONAL N version 3.0.

I think you right too Dave. The difference between WPE and N in Ghost Spectre can be also for a windows portable feature included in WPE and a Normal Boot without the windows portable at boot included.
